Introduction.
Cuba Primero is born as a civic initiative committed to freedom, the rule of law, and the national reconstruction of Cuba.
For decades, the Cuban people have lived under a system that limited fundamental freedoms, weakened national institutions, and caused the progressive deterioration of the economy, infrastructure, and social coexistence. In the face of this reality, Cuba Primero proposes an alternative based on freedom, the rule of law, private property, prosperity, equal opportunity, and full respect for human dignity.
This program is not intended to be a rigid ideological document or an instrument of permanent confrontation. Its purpose is to present a serious, understandable, and viable proposal to accompany the democratic transition and contribute to national reconstruction.
Cuba Primero recognizes that the transition process in Cuba can unfold under different political and international scenarios.
In any transition scenario, Cuba Primero will defend as essential conditions:
• The immediate and unconditional release of all political prisoners.
• The legalization of political parties, civic organizations, and independent media.
• Freedom of expression, press, association, and political participation.
• The creation of an independent electoral body with international observation.
• The calling of free, plural, and verifiable elections within a defined transition calendar.
We are committed to a free, stable, safe, prosperous, and democratic Cuba.
FROM CIVIC MOVEMENT TO POLITICAL PARTY
Cuba Primero began as a civic and patriotic movement committed to defending fundamental freedoms, human rights, and the democratic reconstruction of Cuba.
Therefore, Cuba Primero is initiating its transformation from a civic movement into a structured political organization, with the purpose of being prepared to participate democratically in the future institutional life of the country and to run, when the necessary guarantees exist, in free, plural, and verifiable elections.
Cuba Primero considers it essential to begin preparing now for any scenario of democratic transition that would allow the Cuban people to freely decide their political future through the ballot box.
Cuba Primero defines itself as a democratic political organization with a conservative orientation that is committed to individual freedom, private property, the rule of law, institutional stability, and national prosperity.
Cuba Primero was not created to remain in power indefinitely, but rather to contribute to the reconstruction, institutional stability, economic development, and democratic strengthening of the Republic of Cuba over time.
FUNDAMENTAL PRINCIPLES
• Sovereignty resides in the people.
• Defense of the rule of law.
• Separation and independence of powers.
• Pluralistic democracy and political alternation.
• Full respect for human rights.
• Support for private enterprise, free enterprise, and the market economy as drivers of prosperity and national development.
• Individual freedom and civic responsibility.
• Private property and economic freedom. • National prosperity and opportunities for all.
• Legal certainty and equality before the law.
• Political neutrality of public institutions.
• Transparency and the fight against corruption.
• Truth, justice, and national reconciliation.
• Protecting and strengthening the family as the essential foundation of society.
• Respect for religious freedom, freedom of conscience, and freedom of worship within the constitutional framework, the rule of law, and democratic coexistence.
• Participation of all Cubans.
• International commitment to democracy.
STATE AND DEMOCRACY
Cuba's national reconstruction demands the full restoration of democratic institutions, the separation of powers, and absolute respect for fundamental freedoms.
Cuba Primero will promote:
• The full restoration of political and civil liberties.
• The legal recognition of political parties and civic organizations that are compatible with the democratic order, the rule of law, and fundamental freedoms.
• Freedom of the press, communication, radio, television, and free access to information, without state censorship.
• The effective independence of public powers.
• The constitutional limitation of presidential terms.
• Institutional mechanisms of transparency, administrative control, and public accountability for state officials.
The Cuban democratic state must ensure that no citizen is ever again persecuted or imprisoned for political reasons.
DEFENSE OF THE DEMOCRATIC ORDER
Cuba Primero believes that ideologies and political organizations that promote totalitarian systems incompatible with democracy, the separation of powers, political pluralism, and fundamental rights should not be part of the institutional framework of a democratic Cuba.
A decision of such significance must rest exclusively with the Cuban people through the democratic mechanisms provided for by law.
Therefore, Cuba Primero will promote the holding of a national referendum so that the Cuban people may freely and sovereignly decide whether political organizations that promote communism as a single-party system or any other form of totalitarian regime should be banned within the future democratic constitutional order.
The decision will rest exclusively with the Cuban people through a free, direct, and secret vote, within the framework of democratic law and the rule of law.
JUSTICE AND ELECTORAL SYSTEM
Cuba Primero will promote an independent, professional judiciary subject exclusively to the rule of law.
• Review of sentences handed down for political reasons.
• Expungement of criminal records resulting from political persecution.
• Full guarantees of due process.
• Independent electoral body.
• Free, pluralistic, and verifiable elections.
• National and international electoral observation.
PUBLIC SECURITY AND SECURITY FORCES
The State shall guarantee the security of citizens through professional institutions, subject to the law and committed to the fight against organized crime, drug trafficking, corruption, and all forms of violence that threaten democratic coexistence.
Security forces must protect citizens and not act as instruments of political repression.
The new defense institutions must be professional, non-partisan, and fully subordinate to democratic civilian power.
Its function will be focused exclusively on:
• The protection of national sovereignty.
• Border, maritime, and air security.
• The fight against drug trafficking and transnational crime.
• The response to natural disasters and national emergencies.
• The defense of the democratic constitutional order.
Defense and security institutions may not participate in business, commercial activities, or the management of state economic sectors.
ECONOMY AND ECONOMIC FREEDOM
Cuba's recovery requires a deep transformation of the economic model based on private initiative, legal certainty, and openness to investment.
Cuba Primero will promote:
• Full recognition of private property.
• Freedom of enterprise and entrepreneurship.
• The opening to national and foreign investment.
• The protection of domestic investment.
• The guarantee of legal certainty for citizens, entrepreneurs, and national and foreign investors.
• The simplification of licenses and procedures.
• Monetary and financial stability.
• The progressive elimination of inefficient state monopolies.
• The progressive separation between military institutions and the State's business economic activity.
AGRICULTURE, LANDS AND NATIONAL PRODUCTION
The recovery of Cuban agriculture will be a national strategic priority.
Cuba Primero will promote:
• The protection of private agricultural property.
• Free agricultural and livestock production and marketing.
• The opening to national and foreign investment.
• Agricultural modernization.
• Support for small and medium-sized producers.
• Legal certainty regarding land ownership and use.
Cuba must progressively advance toward greater production capacity and domestic supply.
PUBLIC HEALTH AND HEALTHCARE SYSTEM
Public health will be a fundamental priority of national reconstruction.
Cuba will have a mixed healthcare system where public, private, and cooperative services will coexist.
Priority will be given to:
• Hospital recovery.
• The supply of medicines.
• Technological modernization.
• The professional development of healthcare personnel.
• International medical cooperation based on principles of professional freedom, voluntary recruitment, and full respect for the labor and human rights of Cuban healthcare personnel.
EDUCATION, CULTURE, AND NATIONAL TRAINING
Education must guarantee freedom of thought, academic quality, and democratic training.
Cuba Primero will promote:
• The depoliticization of the education system.
• Academic autonomy.
• Technological modernization.
• Cultural and artistic freedom.
• Technical and vocational training.
INFRASTRUCTURE, ENERGY AND TRANSPORT
The recovery of the national infrastructure will be a strategic priority.
There will be a push for:
• The modernization of the electrical system.
• The rehabilitation of roads and bridges.
• The recovery of ports and airports.
• The modernization and progressive opening of the telecommunications sector, guaranteeing internet expansion, innovation, competition, and digital connectivity throughout the national territory.
• The protection of the privacy of communications in accordance with the rule of law.
• Domestic and foreign investment in infrastructure.
• Guarantee free and uncensored access to the internet and digital communication platforms.
HOUSING AND URBAN DEVELOPMENT
Cuba Primero will promote:
• The regularization and titling of housing.
• Legal protection of property owners.
• Access to credit for construction and repair.
• The production, import, and commercialization of construction materials.
• The progressive modernization of cities and communities.
• The recovery and protection of the historical, architectural, and cultural heritage of Cuba.
LABOR, EMPLOYMENT AND SOCIAL SECURITY
Economic recovery must be accompanied by job creation and the enhancement of the dignity of work.
• Freedom of contract.
• Protection of labor rights.
• Modernization of labor legislation.
• Progressive modernization of the social security system.
• Freedom of professional and business association.
FOREIGN RELATIONS AND INTERNATIONAL POLICY
Cuba must recover a foreign policy oriented toward the defense of national interests, sovereignty, and international cooperation.
It will be promoted:
• Cuba's international reintegration.
• The attraction of foreign investment.
• Economic and technological cooperation.
• The participation of the Cuban diaspora in national reconstruction.
• The promotion and defense of human rights, democracy, and the rule of law internationally.
NATIONAL PRIORITIES FOR THE RECONSTRUCTION OF CUBA
• Democratic consolidation.
• Economic recovery.
• National and institutional reconstruction.
• Justice and national reconciliation.
• International reintegration.
The full and unconditional freedom of all political prisoners and prisoners of conscience shall be guaranteed, as well as the nullification of sentences and criminal records resulting from political persecution.
Democratic Commitment
Cuba Primero reaffirms its absolute commitment to democracy, the rule of law, institutional stability, and respect for the sovereign will of the Cuban people.
The party rejects all forms of authoritarianism, political persecution, censorship, or partisan use of public institutions.
Cuba Primero rejects the use of armed structures, parapolice groups, or mechanisms of political violence incompatible with the democratic order and the rule of law.
CONCLUSION
Cuba Primero presents this program as a proposal open to national debate and oriented toward the institutional, economic, and social recovery of the Republic.
The reconstruction of the country will demand freedom, justice, respect for the law, national reconciliation, work, investment, and human dignity.
